[Boost-testing] A bug in explicit-failures-markup.xml

  In markup for graph library test csr_graph_test, there is a missing
  <note.../> statement. As a result, explicit-failures-markup.xml (the
  HEAD revision) does not validate. The error is:

[Error] explicit-failures-markup.xml:1394:34: cvc-complex-type.2.4.b: The 
content of element 'mark-expected-failures' is not
complete. One of '{"":toolset, "":note}' is expected.

  I'd have fixed it, but I don't know what the note is supposed to say.
