Subject: [Boost-build] Can't configure both cygwin and mingw

If I configure a mingw gcc, <toolset-gcc:flavor> is
always set to mingw and there is no other value
I can set the feature to. For the moment, I've
hacked around this by making <toolset-gcc:flavor>
optional. Is there a better way?
