No, that's the point of the question. The idea is that it's easier to
install command line software with cygwin (which manages everything
for you) than the windows native versions. So it'd be nice if cygwin
packages could be called from non-cygwin bjam. Personally, I'd just
use cygwin, but this isn't for me.
