The section in my Jamfile.v2 now reads

BLAS_PATH ?= /usr/lib ;
BLAS_LIB  ?= blas ;

lib g2c ;
lib blas : g2c : <name>$(BLAS_LIB) <search>$(BLAS_PATH) ; 

exe blas1
        : blas1.cpp blas
        :  <include>$(BOOST_ROOT)
           <include>$(BOOST)
        ;

Another section in my Jamfile.v2 that uses lapack now reads

LAPACK_PATH ?= /usr/lib ;
LAPACK_LIB  ?= lapack ;

lib lapack : g2c : <name>$(LAPACK_LIB) <search>$(LAPACK_PATH) <use>blas : : <library>blas ; 

exe ublas_gees
        : ublas_gees.cpp lapack
        :  <include>$(BOOST_ROOT)
           <include>$(B_ROOT)
        ;

I think this should be correct, since blas and lapack are static libraries on my system, but g2c is a shared library.
