[Boost-build] [bbv2] Libs built with system layout include compiler tag

Hi,

in BBv2 the Boost libraries built and installed with --layout=system include 
the compiler tag. This is a (at least for me) breaking change from BBv1.

Is this just a mistake, or a deliberate decision?
