[Boost-build] qcc toolset

Jim,
a quick port of qcc toolset is attached.

Can you test it? The testing instructions are available at:

  http://zigzag.cs.msu.su/boost.build/wiki/TestingNewToolset

and as soon as we get though that, running C++ Boost tests is documented at:

  https://zigzag.cs.msu.su/boost.build/wiki/TestingOnBoost
