I just ran into this problem when setting up a new build with the latest
Jambase and bjam. There was no boost-build.jam to find and instead of
getting some readable user error message I got this:
jambase.c:71: in module scope

* rule NORMALIZE_PATH ( path )
* called with: ( )
* missing argument path
(builtin):see definition of rule 'NORMALIZE_PATH' being called
