Regression - Unable to resolve target-id

Hello. I am able to compile the attached project with bjam milestone 9.1 
but not with current cvs. The error reported is

F:\sandbox\regression>bjam lib//test-lib
c:/boost-build-cvs/v2/build\targets.jam:639: in find from module targets
error: Unable to resolve target-id /test.cpp
Reference was made from project at 'lib'
