No I'm not -- it's ISO's rule/theory not mine. I really doubt the
committee benefits from that rule, but it's not up for negotiation.

That being said, I've submitted private reviews to the author and review
manager -- and yes you can do that. So the assumption that all the
conversation about boost is public isn't true either. Why did I do that?
Mostly because I had an opinion about a library and not enough time to
fully review and post. Or maybe I'm using the library in a production
system and I'd like it in Boost, but maybe I'm not free to share that
publicly.
