If we are going to start purposely dropping C++03 then I agree it's time
for Boost 2.x.
Though I'm not sure exactly what is being proposed. Are we (library
maintainers) expected to actively drop C++03 and port our libraries to
C++11+? What if we don't, for whatever reason?
