Remove the reference to b2, it doesn't actually add anything. Say "The
default language level for building Boost will be at least C++11".

That is not possible, on any build system, in a reliable way. As it
involves enumerating every compiler build revision out there (including any
custom ones) to determine what the compiler default is.
