Here is a list of libraries whose maintainers didn't merge the metadata file
(except algorithm):

See commits 66d5f583 and d8625d92 in boostorg/boost.git - most of those got
metadata files when they were merged by people who are not the maintainer.
That is, the content of the metadata files became wrong when they were
merged :).
If you're looking for a list of libraries which should be CMT
responsibility, that's a good place to start.
