Certainly! I've been using clang on Windows this way for a very long
time. I do remember hitting the -mthreads problem at one point (and
complaining about it on the Boost.Build mailing list to no avail). I
don't remember how I worked around the problem. :P
Kind of sad that we have a build system that few people understand, and
whose bits are rotting. Thanks for patching it up!
