I'd rather take on the entire burden of doing this, than put even a
small portion of it on the modularization effort. This way they won't
to deal with a module splitting, and won't have to work out how to
deal with header files moving from one module to another. Chances are
the functional_hash module's history would only go back to the
creation of the module, which isn't what I'd want.
