I think we should move it, since this is important after the library
is accepted. I'd put it in:
http://www.boost.org/development/requirements.html
Which is going to be moved to:
https://svn.boost.org/trac/boost/wiki/Guidelines/Requirements

I'm not sure about this. I think some parts of boost should try to
reach a stable state.
