Who is in charge for account creation?

Hi,

I'm the author/maintainer of the string_algo lib. I'd like to submit
some tickets for 1.34.1 but as far as I understand I need a account at
new svn repository.

So I'd like to ask for one. My SF account name is 'memring' but it would
be nice to have 'pavol_droba' for the svn.
