I do not know much about how boost is organized, but it doesn't seem
that releases are really planned.
The release happens when all tests pass, and individual maintainers are
responsible for each library.
I believe it could be more interesting to release independently each
library, and simply releasing a new boost version every 6 months that
would include all latest stable ones.
