The reason is pretty simple. I am no expert on Version Control. If Quan gets
accepted to Boost then I will need to know CVS in order to work effectively. If
and when Boost moves to Subversion I will have to learn it, however as I
understand it CVS is the more tricky system to learn and at that stage I will
have more understanding of version control so the move should not be as
difficult.
