Here attached is my last work on the timer, the qpc_timer/tgt_timer
are in a file of their own now.
This made me remove the time_type template argument, as on my last
imlpementation the qpc / tgt timers where only template
specializations of the timer class. They are now class on their own,
and it's probably better this way.
Can someone review ?
