Hi Richard,
I've updated the bigint source files in the boost sandbox; they are now 
subject to the terms of the Boost License 1.0.  AFAIK, this change means 
that you may proceed as you wish :).  In any case I'm curious: how will 
your big integer library differ from the bigint in the sandbox?  Since 
even bigint isn't the first arbitrary magnitude integer library 
targetted at boost, I wonder if perhaps it may be worth your while to 
work from one of the existing implementations rather than start anew.
