[boost] [RC 1.31.0] HTML documentation

I've committed the BoostBook-generated HTML documentation to the RC_1_31_0 
branch for the release.

In the process, I temporarily screwed up $BOOST_ROOT/doc/html in cvs HEAD; 
should be fixed now.
