Hm...  I've just read that page, but it appears not to be up-to-date.

I'm using this CVSROOT     :pserver:anoncvs_at_[hidden]:/cvs/gcc
and I'm seeing the following as the first item in  gcc/ChangeLog

         2004-01-05  Richard Sandiford  <rsandifo_at_[hidden]>

         * doc/invoke.texi: Add documentation for the MIPS -mexplicit-relocs
         option.

So it appears to be working again.
