[boost] Boost.Build V2, Milestone 3 released

I'm pleased to announce that Milestone 3 --- the first public release of 
Boost.Build V2 is available. See

The focus of this milestone was on toolset implementation. At this moment,  
gcc, msvc and borland are implemented and pass all tests. In addition, 
utitilies like bison and libraries like QT are supported.

We feel that V2 is ready to be evaluated by users, and will appreciate all 
feedback.
