Regarding both the boost sandbox and the main cvs repository

I've noticed that some files are displayed with color syntax
highlighting while some others aren't. I'm under the impression the
distinction is between files in libs/ and files in boost/, but I
haven't checked.
Out of curiosity: is there a thought-out criterion behind this, or is
it an unnoticed leftover of WebCVS settings?
