I just uploaded Units.zip to the file section.
This was my attempt to address the issue as of
a couple of years ago. I didn't really understand
templates then so it is not strictly suitable for boost.
On the other hand it does make a clear distinction
between fundamental quantities, derived quantities
and units of measure which may contribute
to the current discussion.
