Encouraged by a recent discussion that suggested that similar
libraries could coexist within Boost, I've uploaded a proposal
for a civil time library to the Yahoo files section (civiltime.zip).
I hope to get both this proposal and the fixed-point decimal
library into the sandbox Real Soon Now.
