>From a conversation on this list a little over two months ago, I finally
updated BOOST_ROOT/libs/io/test/ios_state_test.cpp to base its new locales
off std::locale::classic() instead of the constructor that takes a C-string.
The results should be more predictable and the string-to-locale code doesn't
have to be loaded in the executable.
