It wasn't proposed. We can't accept things that weren't proposed. ;-)

I question this claim. Loki::SmartPtr is there. It's free. Anyone
"desperate" can simply use it. Renaming Loki to boost and SmartPtr to
smart_ptr adds nothing of value.
