Attached (to prior message) is a draft of a new Release Procedures web
page.
After integrating feedback and corrections, the intent is to do a release
using these new procedures.
I've tested the WinCvs procedure for updating a tag. Could someone
familiar with command line cvs please confirm that my command line
procedure is correct?
