Release plans + Win32 regression updated

Let's plan on a release next week.  I'll try to write up the new release 
procedure and get it posted later this week.

Updated Win32 regression results have just be uploaded to:

To make it easy to view results, I've changed the script that uploads the 
log to also upload a special status report with changes indication from the 
prior release (1.26.0).  See:
