Subject: [Boost-build] [winrt support] Adding Windows 8 store/phone support to msvc toolset

Hi,

I've been working on enabling using some of the Boost libraries in Windows 8
store and phone environments. Specifically this is part of the work I
mentioned last week on the dev mailing list:

The first of these changes are to help enable individual libraries in Boost
to detect the available APIs and execute test cases. I submitted a pull
request for these changes with more details.
